are gta iv servers interchangeable?

i mean can i play in a ps3 and a xbox 360 in the same server? is that possible?

Afraid not - PS3 users will connect via PSN & Xbox 360 users will connect via Xbox Live. The two are two seperate entities & you will not be able to play a Xbox user on a PS3 & Vice Versa.
