cant connect to friend on gta 4 online?

for some reason i cant connect to my friend on xbox live on gta4 when he invites me to a party mode. and when i invite him, no good. im wirelessly connected using the Logitech Wireless play link. and my NAT is moderate. and it seems that i cant connect to any matches at all online wit gta. for all other games it works great connecting. gears, halo, cod4, etc

but one time i was able to invite my other friend into my party mode in gta4 just fine. and the release day i was able to get online in a deathmatch but i was connected directly to my router at the time. still witha moderate NAT.

nething im doin wrong?

Make sure his NAT is set to Open or Moderate. If his NAT is set to Strict, you will not be able to play with him.

Strict NATs can only play with Open NATs.
Moderate NATs can play with Moderate or Open NATs..
Open NATs can play with anyone.
