Very strange, you could try bringing it into the store you bought the game from and tell them that the game had these spots on it when you bought it and it doesn't work.

Or, you could try a disc cleaner. They sell these gel abrasives (you rub it on the disc and rinse off) at drug stores and supermarkets in their electronics aisle or department. I used this on my Halo 3 disc after months of ignoring its inability to play, and now it works like it was brand new.

There is a possibility that the white dots aren't a substance and are actually scratches in the disc created by the components in the disc drive that rotate it during game play. The disc cleaner will fix it if it is just scratches…but if they are really laser burn spots (which would be unusual, as the laser burning usually slices a ring around the center) which are irreparable.
